Central bodies

Organisational structure
of Slovenský rybársky zväz

Under the SRZ Statutes, the organisational structure is divided into central bodies and member organisations, each with defined powers and bodies.

Central bodies of the association

They professionally and methodically manage, guide and coordinate the activities of all member organisations and ensure that the association's goals are achieved.

Member organisations

City organisations (MsO) and local organisations (MO) with their own legal personality, acting in their own name and on their own responsibility.

Congress

SRZ Congress

Supreme body of the association

Held every 4 years. It approves the Statutes and the main tasks of the association. It elects the members of Rada SRZ and the Audit Committee, the Secretary and the President of SRZ.

Central executive body • Elected by the Congress

It has 34 members. It manages the association between Congresses. It adopts binding internal regulations, approves the budget and establishes expert committees.

Supreme supervisory body • Elected by the Congress

It reports directly to the Congress, not to the Council. It audits financial management and compliance with the law, the Statutes and the association's internal regulations. Committee members may not also be members of Rada SRZ.

Presidium

Statutory body

It consists of the Secretary, the President and the Vice-Presidents. It decides on urgent matters between Council meetings. It acts as the second-instance disciplinary body under the Disciplinary Rules.

Secretariat

Administrative body

Based in Žilina. It handles the administrative operation of the association. It is headed by the Secretary. It keeps the central membership register.

Rada SRZ establishes expert committees as advisory bodies in specific areas.

Oversees the production of stocking fish and monitors the fulfilment of stocking plans.

Modernisation of the association, digital membership records and electronic sale of permits.

Assesses proposals for the purchase, sale or reconstruction of property.

Reviews the budget process, monitors cash flows and proposes economic measures.

Prepares amendments to the Statutes and internal directives and comments on fisheries legislation.

They stand outside day-to-day management in order to remain impartial.

The supreme supervisory body. It reports directly to the Congress, not to the Council. It audits financial management and compliance with the law.

Member organisations (MO and MsO)

Local and city organisations act in their own name and on their own responsibility, in particular when managing their assigned fishing grounds.

Bodies of a member organisation:

  • Members’ meeting / City conference – the supreme body at local level, elects the board and the audit committee
  • Board – the executive body, manages activities, manages the fishing grounds, issues permits and admits new members. It acts as the second-instance disciplinary body.
  • Board presidency – operational body for urgent matters
  • Audit committee – monitors plan fulfilment and financial management at local level
  • Disciplinary committee – handles members’ disciplinary offences at first instance

Division of powers

Autonomy vs. subordination

Member organisations have legal personality but must respect the Statutes and the decisions of the central bodies. Rada SRZ may suspend or annul resolutions that conflict with the regulations.

Financial management

Head office: Manages its own fishing grounds, issues association permits, keeps the central register.
MO/MsO: Manage their assigned fishing grounds, collect fees and remit part of them to the Secretariat.

Membership

Members are admitted by the board of the member organisation, but the central register is kept by the head office.

Disciplinary proceedings

First instance: Disciplinary committee of the member organisation.
Second instance (appeal): Board of the member organisation.
